How could City of Toronto possibly justify this kind of pay for a position that comes with a pension plan, full medical coverage,and more… ?
We hope the candidate will not get the free transit pass ! Did you know this is even more than Mayor’s salary? We have a huge deficit and the city continues to pay ridiculous salaries. Aren’t you curious to know how much the CIO is earning? Well, do not be surprise if it is close to $200K.
How could the City spend manage the budget and spend wisely on transportation and things like arts if they can’t even manage salaries ?

Director, IT Strategic Planning & Architecture

Major Responsibilities:
Reporting to the Chief Information Officer and as a member of the Information and Technology senior management team, the Director, IT Strategic Planning & Architecture will provide leadership in identifying and monitoring existing and new technologies that enable City service delivery capabilities and the development and implementation of technology strategies, policies and procedures related to Enterprise Architecture, Strategic Planning, Policy & Standards and Technology Risk Management and Information Security.
- Serves as a member of the Information & Technology senior management team and contributes to strategic direction of the Division. Participates in the development of Division policies and procedures
- Determines section goals, objectives, financial and staff resource requirements and performance indicators
- Develops, recommends and administers the annual budget (operating and capital) for the section, and ensures that the section’s expenditures are controlled and maintained within approved budget limitations
- Leads and motivates a diverse workforce, ensures effective teamwork, provides resolution to controversial labour relations issues, ensures high standards of work quality and organizational performance, continuous learning and encourages innovation in others
- Develops, designs and implements functional policies and programs that make major changes in overall business performance based on long term needs. Contributes to the continuous improvement of divisional performance through analysis and the development and implementation of sound management practices and procedures, provides program management staff with direction and guidance, processes and tools to increase efficiencies and improve effectiveness of the services provided by this section
- Directs, through subordinate management staff, all activities of the section, delegating management responsibility
- Responsible for a City wide leadership, coordination and advisory role in the information and technology area of expertise
- Provides leadership in the specification of new business & IT models, infrastructure architectures, principles and guidelines
- Leads the development and establishment of Enterprise Architectures for Business Process, Information, Applications and Infrastructure in coordination with Director, Business Enablement and Client Services, Director, Solutions Development & Sustainment, and Executive Director, Technology Infrastructure Services
- Coordinates with the City Clerk’s office to define strategic intent regarding the City’s use of information technology in the management of information
- Leads the mapping and monitoring of technologies underlying business capabilities, as well as emerging new uses and standards
- Leads the development of technology standards, the exploration of technologies for service innovation and business support and the establishment of strategies to implement enterprise architecture model
- Establishes selection criteria for research initiatives based on business technology strategy
- Acts as a partner for technology innovation research with the various City divisions
- Coordinates with City CIO to develop and articulate assumptions that provide clear guidance for both City and Divisional business unit technology strategy development
- Provides advisory/expertise and support to the Chief Information Officer who chairs the City’s Enterprise Architecture Review Panel
- Sets the strategic direction for business resiliency and continuity by evaluating and prioritizing the overall technology and business risk, ensuring that the strategic direction is compliant and consistent with internal controls to mitigate those risks
- Coordinates with the City Clerk’s office to determine relevant regulatory requirements, and develops strategies to apply technology to meet those requirements in an audit-ready manner in accordance with corporate policy
- Leads the creation of strategies for the handling of integrated risks, covering the full risk lifecycle related to information security, business continuity, project management, regulatory compliance and sourcing
- Coordinates with Executive Director, Technology Infrastructure Services to establish a framework to determine and track risks for information security, business continuity, project management, regulatory compliance and sourcing
- Leads the maintenance of the resilience plan, leads the testing of recovery plans, manages recovery plan execution when required
- Directs and coordinates the preparation of reports and recommendations as required on matters related to areas of responsibility
- Attends Council and committee meetings for the purpose of presenting reports and responding to queries
- Performs other duties and responsibilities as may be required
Key Qualifications:
- Extensive senior level experience in the core functions of Information & Technology in a large private or public sector environment.
- Strong management leadership skills evidenced by past successful performance.
- Post secondary degree in a discipline pertinent to the job function plus related management training and experience, or an equivalent combination of education and experience.
- Demonstrated ability to lead change within a complex organization, and ability to manage diverse stakeholder needs and interests and build effective relationships within a large, multi-disciplinary environment.
- An extensive combination of knowledge and experience in developing plans, standards, and guidelines for information and technology architectures and environments.
- Demonstrated understanding of technology strategy, delivery models, domain architectures, IT security, governance and planning issues.
- Must be service and results oriented in order to respond to and support client needs, policy and standards in conjunction with operational realities.
- Demonstrated understanding of Enterprise Architecture principles and frameworks.
- Demonstrated understanding of the Business Resiliency, Regulatory and Integrated Risk issues.
- Substantial experience in a management role developing and implementing information technology security, risk mitigation strategies, information technology policy and standards and IT architecture models.
- An effective decision maker, demonstrating innovation and results, oriented leadership, fiscal accountability, and strong customer service orientation.
- Extensive experience making critical decisions, developing long term objectives and business strategies.
- Extensive and progressive experience in policy and program development; budget management and strong human resources management skills in a unionized environment.
- Highly developed human relations skills, with the ability to communicate both verbally and in writing at all levels of the organization, including the political level and with external stakeholders.
- Familiarity with government legislation in the area of Occupational Health and Safety.
- Certification in IT Security from a recognized institution would be an asset.
Salary: $141,377.60 – $175,284.20 annually
